I want to keep the standard for a true "powder day" high so generally I'll use P- when one or more of the following apply: Less than roughly 5-6" new snow; more than 24 hours since last new snow, even if there's still plenty of untracked; or enough new snow to qualify for powder-day status but it's wet/manky/not really close to "powdery."
